Three different things happen when ink meets a page, and the internet's answer to this question keeps trading them for each other. Feathering is ink wandering sideways along the fibres. Bleed-through is ink falling clean through the sheet and marking the next page. Show-through is shadow: the writing on the far side visible through the paper, no ink transferred at all.
Tomoe River, in this almanac's measurements, does not feather and does not bleed. Every sheet in the family grades 1 of 5 on both counts, and that includes the 52 gsm sheet, a paper thin enough to mistake for tracing paper. The sizing is the reason. This is among the most heavily surface-sized papers we have measured, and the ink simply is not allowed in. It sits on top, which is where the famous sheen comes from. The ink dries as a layer instead of a stain.
What Tomoe River does instead is show through. The 52 gsm sheet grades 4 of 5. You will see yesterday's page as a grey ghost under today's. Whether that is a flaw depends entirely on what you think a notebook is for. The double-sided writers live with the ghost; the one-sided writers never meet it.
The tax on all this is time. Ink that is not absorbed must evaporate, and our dry-time measurements on the 52 gsm sheet run 22 seconds for an extra-fine nib to 48 for a broad. On an absorbent office sheet the same stroke is dry in a fraction of that. Left-handed writers already know this number in their sleeve.

The 68 gsm sheet is the negotiated settlement: the ghost drops a grade, dry times shave a few seconds, and the sheen softens one step. So the honest one-line answer: Tomoe River does not bleed. It ghosts, it makes you wait, and it pays you in sheen.
